This concentration isn’t natural market evolution — it’s the result of two decades of systematic investment: China has poured over $50 billion into PV capacity, ten times Europe’s total, creating 300,000+ manufacturing jobs. Scale plus cheap electricity make Chinese manufacturing 10-35% cheaper than every other region.

When an industry’s core inputs sit in one or two countries’ hands, it stops being just “business” and becomes a security question government can’t ignore. That’s the real definition of “strategic” — not high profitability, but no backup plan if supply breaks.

The stakes for the energy transition

The IEA’s Net Zero scenario requires annual global PV additions to more than quadruple to 630 GW by 2030. If the materials needed to hit that target come almost entirely from one country, energy security gets hostage to geopolitical risk — which is exactly why the IEA warns this concentration “brings vulnerabilities” to the transition.

Governments are responding, not out of sentiment, but survival. The US used IRA tax credits to rebuild a full domestic chain by late 2025 — the first time since 2013 — though credit phase-outs and tariff uncertainty are now stalling expansion. India expanded its Approved List of Models and Manufacturers in March 2026 to cover ingots and wafers, chasing a “China-alternative” chain by 2028. Europe, with just 1% of capacity, is pushing its Net Zero Industry Act for the same reason. Different tools, same logic: no one wants full control of an energy lifeline in someone else’s hands.
