According to Sinovoltaics’ Europe Solar Supply Chain Map (Edition 1-2026), Turkey’s operational solar module capacity has reached 13.2 GW, surpassing the combined capacity of all European Union (EU) member states (9.7 GW).
Turkey Dominates Regional Solar Module Production
Turkey has established itself as Europe’s largest solar module manufacturing hub. Its single-country output exceeds the collective module capacity of major EU economies, including Germany, Italy, Spain, France, and the Netherlands.
Divergence From EU Localized Supply Goals
This trend directly contrasts with the EU’s vision of a “Made in Europe” solar revival. While the EU aims to source 40% of its solar deployment locally under the Net-Zero Industry Act (NZIA)—requiring roughly 76 GW of capacity across each supply chain segment by 2030. The majority of the region’s operational module capacity resides outside EU regulatory borders.
Upstream Bottlenecks and Capacity Imbalances
The EU remains severely constrained in upstream components, holding only 1.2 GW of solar cell capacity and 0.2 GW of ingot/wafer capacity. Across Europe as a whole, pipeline targets project 88.2 GW in module capacity alongside 65.2 GW in cells and 46.7 GW in ingots/wafers. To balance a 3.6-fold expansion in module assembly, European cell production must grow roughly 12-fold, while wafer manufacturing requires a nearly 40-fold increase.
High Project Attrition and Execution Risks
Reaching long-term targets faces significant hurdles. Approximately 61% of planned module capacity remains unconfirmed in the “announced” stage. Out of 183 tracked manufacturing projects, 14% have already been canceled or suspended, highlighted by Meyer Burger’s cell project insolvency and Solarwatt’s factory closure.
